Bend-La Pine School District Cascade Middle School Technical Analysis
SWE performed a detailed energy analysis at Cascade Middle School to address the challenges of an aging HVAC system that was experiencing inefficiencies that impacted energy use and environmental performance. Key concerns included the absence of a heat exchanger in an air handler, leading to higher operational costs and greenhouse gas emissions. The study identified high energy consumption due to heating 9,000 cubic feet per minute (cfm) of outside air, as well as inefficiencies in air handling with leaky dampers allowing uncontrolled air intake, particularly during unoccupied hours.
Heat Exchanger and Isolation Dampers
To address these challenges, the study proposed installing an air-to-air heat exchanger to recover heat from exhaust air in locker rooms, significantly reducing the energy required to heat incoming air. Additionally, the addition of two-position motorized isolation dampers was recommended to seal outside air during unoccupied hours, enhancing energy savings and preventing unnecessary energy loss.
The energy savings were projected at approximately $4,000 annually, along with an 11% reduction in greenhouse gas emissions. Led by Brian Barks PE, CCP, BCxP the analysis emphasized the importance of ensuring that dampers are well-sealed and that recovery systems are correctly installed. The project also earned valuable incentives through SB1149, with $75,000 offered by the Oregon Department of Energy (ODOE), showcasing the benefits of energy-efficient upgrades in aging buildings.

Analyzing outdated building drawings and accurately assessing existing conditions required careful attention to detail. Collaborating with the school district’s representative, who often juggled numerous projects, underscored the significance of our role in lightening their workload and providing essential guidance in energy efficiency.
Ultimately, this project spotlight reflects how Systems West Engineers’ expertise can uncover overlooked inefficiencies in older facilities, offering solutions that promote cost savings and environmental stewardship. The proposed measures exemplified best practices in sustainable design, demonstrating the impact of attentive analysis and targeted upgrades.
